Instructions
1. Marinate beef slices in soy sauce, calamansi juice, and ground black pepper for at least 1 hour.
2. Heat oil in a skillet over medium heat. Sauté garlic until golden brown.
3. Add marinated beef slices and cook until browned.
4. Pour in the marinade and water. Bring to a boil, then simmer for 20 minutes or until beef is tender.
5. Add onion rings and cook for another 5 minutes.
6. Serve hot with steamed rice.
